What qualifies as steampunk writing?

Steampunk comes with all kinds of variations that can create very controversial,"is this really steampunk?"sort of views. For some, the aesthetic of gears and brass for enough, but for others, such as myself, it takes a little more than the look to make something steampunk. When it comes to photography or other visual arts, sometimes it's easy to look at the piece and say, "that's steampunk."But when write, how do create your steampunk story to make the reader nod and say, "oh….this is steampunk."  so, my friends and writers, what makes a story steampunk?
